The U.S. has nearly 30 million diabetics. Those patients use diabetes test strips to monitor blood-sugar levels, a key step in managing the chronic disease. But at $2 apiece, the strips are too costly for many patients. 2 Investigator Brad Edwards discovered across the Chicago area, there are numerous people buying and selling strips on street corners and parking lots. The sellers are typically people who are not testing enough and selling unused strips for extra cash. The average patient will test three times a day. Or, in some cases, patients have federal health insurance, either Medicare or Medicare, and are receiving more than strips than they need. A 2013 federal audit identified $425 million worth of questionable Medicare test-strip spending. As inspector general of the Illinois Department of Healthcare & Family Services, Bradley Hart oversees the states $20 billion Medicaid spending. Of the black market for test strips, he says: Its somebody finding a way to get something free out of the system. About 4 a.m., I begged for them to call an ambulance, Hatley said. He ended up in an emergency room in Hilton Head Island, South Carolina where he was barely able to communicate to a friend that he was probably having a diabetic attack, and doctors immediately started giving him insulin. Since that night, 13 years ago, tiny diabetic test strips have been his lifelines. He uses them four to six times a day to test his blood sugar levels and spends more than $1,500 a year to stay supplied with strips. Local company accused of ripping off diabetics A local company is accused of ripping off diabetics. Keith Zrout is diabetic and needs to test his blood sugar often. My doctor wants me to test 8 times a day, which is a little excessive, he said. Zrout says he's left with extra test strips every month and started selling those for cash on a site called cashnowoffer.com. They sent me a prepaid package from the post office, put the test strips in there, put the label on it, mailed it off, 5 days later, got a check, Zrout said. He says the service was working great, until he sent in some strips in mid-December. But weeks later, Zrout still didn't have a check. After Christmas I sent them a few more emails, nothing. I called them, went straight to voicemail, he said. Finally, out of the blue in March, he got paid. But according to the Better Business Bureau, Zrout is one of the lucky ones. Most of the consumers are alleging that they're sending in these diabetic test strips, and they're not getting paid, said Steve Bernas of the BBB. The BBB has now issued a warning after hearing from hundreds of consumers who say they sent in test strips and didn't receive money. Consumers think, wow, I can make quick cash on this, now it's, months have gone by and they're still not receiving any payment, Bernas said.
