NEW DELHI: With diabetes affecting over 10 crore of the Indian population, metropolises like Mumbai and Delhi national capital region lead in the maximum number of diabetes-related health insurance claims in the country according to a survey. 7.8 per cent of the 131 crore people in the country are diabetic with the disease having claimed over two lakh lives till now, according to World Health Organisation (WHO), which focussed on diabetes for this this years's World Health Day on April 7. "Diabetes rarely makes headlines, and yet it will be the world's seventh largest killer by 2030 unless intense and focused efforts are made by governments, communities and individuals," says Poonam Khetrapal Singh, regional director of WHO South-East Asia. Diabetes, a chronic disease that occurs either when the pancreas does not produce enough insulin or when the body cannot effectively use the insulin it produces, has often been considered to be a lifestyle disorder, with the affluent urban population being most prone to it. While a WHO report noted rise in diabetes patients in the country, a data aggregation of some of the leading private health insurance companies suggested a rise in diabetes related health claims. The data also raised concern over such claimants belonging to the age group below 25 years. Of these, 95 per cent are Type II diabetics - their bodies do not produce enough insulin. Type I diabetics do not produce any. They face a far more serious problem and insurers don't give them cover. That used to be the case with Type II patients, too, but not any more. ICICI Prudential Life Insurance and Bajaj Allianz General Insurance are providing diabetes covers now. The rest do not cover diabetes if it is a 'pre-existing' disease. However, you can get mediclaim cover if the disease develops after the policyholder has had the insurance for three years continuously. Also, India's only pure health insurer, Star Health Insurance, is in the process of submitting its proposed diabetes policy for Insurance Regulatory and Development Authority approval. But some opine this move comes close in line with new guidelines effective October 2013, which does not allow extra loading. And all companies will comply sooner or later. At present, health insurance players like ICICI Lombard, Apollo Munich Health Insurance, Bajaj Allianz General Insurance, cover diabetes and hypertension as a pre-existing disease, that is, after a waiting period. Earlier, New India Assurance also covered diabetes and hypertension as pre-existing and the waiting period would be applicable even in the renewed policy. As per Renuka Kanvinde, head health insurance at Bajaj Allianz General Insurance, the company covers diabetes as a pre-existing disease without any extra loading at any stage of the disease.
