Is 200 to 250 blood sugar too high at the beginning of a workout?

I am still trying to figure out the new diet and exercise routine. If I start a workout at 120 bs, I'd be light headed after running a mile. But if I start at around 200 bs, I would be able to run 2 miles and lift weight afterward.

You never really want to be at 200 or 250 BG on any regular basis - this is not good for your body and will cause big problems. Your exercise will lower your bg while you are exercising and for a time afterward but getting to 200 or higher just to be able to exercise is going to do you harm. As you get into control - low hundred to below, your body will get used to being at that level and you will be able to exercise as you would like to at those numbers. It takes some time for your body to get used to being where it is supposed to be.

From testing and measuring, you will discover how much carbo you need and how often you need it.
